So wanted to pass this along: running 9.2, iPhone 6, iTunes Match, no Apple Music. Trying to download an album for offline listening. Songs got stuck at full red circle. Multiple soft and hard reboots did nothing. Attempts to delete all offline songs from Settings, swipe on All Songs, select delete, nothing happened. A couple more reboots, then finally able to delete All Songs via settings. Can now finally download songs again.
