Stuck on a blank screen with cursor + voiceover off dialog

Hi, my Macbook Pro M1 couldn't wake up from sleep. It was stuck on a blank screen, with working cursor. + When I pressed the Touch ID 3 times it shown VoiceOver off, which I could turn off with the cursor.

But there was no way to get out of this, I had to do a hard restart. What was happening? Is this a known bug?
