Considering the recent Spectre and Meltdown security vulnerabilities, I don’t see this ever happening.
But now iOS 11.x.x is more vulnerabilities than Spectre and Meltdown especially for older devices.
 
This has been an issue for years and Apple has never budged. Apple is Apple and I wouldn't expect them to change.
 
Peoples who are not happy with iOS 11 compatibility with older devices and want to downgrade to iOS 10.3.3 then please submit feedback to apple for allowing iOS 10.3.3 signing for older devices.

Nope, this will never happen and it won't. If you don't like it there are other options outside of Apple you should explore. I understand Android devices don't get updates, perhaps that is an option?

As a user and developer I want fragmentation minimized as much as possible.

Galaxy S8 gets Android Oreo. My Xiaomi Android One phone gets Android Oreo and monthly security updates. My Huawei P10 and P10 Lites gets Android November Updates. How exactly Android devices do not get update?

What? That's not even true, the new update for iOS 11 fixed the vulnerabilities. It's the older OS's that are vulnerable.
I mean to say iOS 11 is more dangerous than Spectre and Meltdown security vulnerabilities just for older devices.

Last I checked less than 1 percent of android devices had the latest OS. On the IOS side of things 55% have 11 and 85% have 10/11.

73% of android users are on 6.0 or below. Marshmallow was released in 2015. This would be like if 73% of IOS users were on IOS 9 (less than 10% are on 9 or earlier).

But for some reasons Apple is still selling old versions of macOS that are no longer supported. I know some older Macs might need 10.6 in order to upgrade to their last supported release, but what about 10.7 and 10.8?

I see it as a way of convincing people to buy a new iPhone when their existing phones begin to struggle with running the new software.

So? You said Android never gets update? I am saying Android does.

I am perfect happy with my phone running Android Nuget and my phone still receiving monthly Android update.

If one choose any Nexus or Pixel or Android One phone, one gets update from Google directly. Google itself guarantee 3 years of update for its Pixel line.

Google also update lots of its stuff directly from Google Play Store.

Android version doesn't really matter that much.

Also I dispise Apple's approach in update. When Apple decide to cut of software support for a old devices, then it is really done. iPhone 5 users will no longer able to use currently version of Safari. You Apple people argue update is important because of security, then if there is security hole with Safari, then iPhone 5 users are left in cold. At least with Google, Google still provide update to any Google app directly from Play Store. When Apple provide iOS 11 update to iPhone 5S users, what do iPhone 5S users get? Do they get full feature of iOS 11?

Lots of time when I look at iOS update, it more looks to me that Apple wants to use software update as a main to get people buy new devices. If iOS 11 has 100 features, but 90% only available to new hardware, then people would go for upgrade.

I rather want my Android OEM take their time to provide update than all these iOS bugs and issues.

There are some very critical bugs out there for JellyBean that google refused to do anything about. Your one specific scenario of browsers being patched independently does not a secure phone make.

Apple/Android should heavily focus on contemporary hardware and a device older than 5 should rightly be abandoned but not before as Android does.

Second of all, the way Apple does update is ridiculous. It either you are left in cold without any update or you get half baked update that either slows down your phone or half of new features are missing due to age of the hardware. I am not saying Android is perfect from there, far from it. But Android itself isn't as bad as most Apple fan would think.

Third. If you take a time and do some research, you can find decent amount of ROM from reliable source that offers most updated Android version for Galaxy S4.

Forth: Apple does not allow you downgrade even if you are fine with security holes. You know that people willing to downgrade if there is a chance. Just look at what happened few days ago, when Apple accidentally allow people downgrade iOS to any version. So many people rushes to downgrade. I don't think iOS 11 share would so high if Apple allows downgrade

I do want to point this out though. No massive outbreak or massive identity theft cases do not mean fixing security holes is not important. Quite the contrary, you do need to stay on top of any possible holes and fix them. Another example. Say your house is old and cracks are appearing on the wall. No major fall down or building materials dropping does not mean your house is safe. If you find that example hard to understand, I will summarize it in one word: proactive. Patching those holes is more for proactively defending the system rather than reactively. When massive outbreak happens, damage is done. Anything happen afterwards is not that important anymore.

This makes sense. And when they fix the vulnerabilities in the new versions in a way it helps protect the old versions as well because it's probably not worth the effort targeting a much smaller group.
 
What does that say in relation to what I asked about?
You can read how people are angry with iOS 11, if your phone is not running well due to OS performance, then what can you do with its security purpose?
