Submitting a UI change

Hello all,

I'd like to ask Apple to change a simple thing on the iPhone software. Currently, you can do a few things when you double-click the return button. One of those is not sleep (or whatever you do when you press the power button and turn off the screen).

How do I best ask through the correct channels to get that feature added?
