What is the best way for a client to submit articles which will appear as blurbs on a website?

For example, "Senior Engineer Earns LEED Certification." That would be a story worth posting on the main site.

The solution needs to be a behind-the-scenes type of thing. Wordpress?
 
You might want to elaborate. It seems you could just allow for a title (to be used as a blurb) and then the article or post being submitted. How are the articles being submitted, and it what format (html, pdf, word, etc.)? WordPress is likely a decent option though no matter how you answer.
 
The way I see this working:

The company's internal marketing person will maintain a customized blog on a page only accessible through clicking on a front-page story.

On the front page, there will be a container for the 5 most recent blog posts.

If you're not familiar with Wordpress and it's various themes and plugins, please visit here. This product does what you described and then some, i.e. angelwatt's comment, "no matter how you answer".
