"Summer" means by Sept. 21st again?

They've always made the new OS available in June/July, no reason why it would be any different now.

If you're referring to the MMS issue, then they said late summer, not summer.

Also, every other OS has been released along side the newest iPhone, so why even question Apple? Why would they change everything?

It'll probably be available right along with the next gen hardware around late June, as before.
