Surprised an Apple genius gave me a refurb!

I shattered the screen on my 4 yesterday. So this morning I go into the Apple store and I spoke with a genius. I just explained How I simply dropped it and it shattered the screen, of course it's glass right. He looked at me an just said well let's see the serial #. He looked it up and said "for this phone you have a one time swap, anything after this you have to pay" I said "great, thanks". That was it. Is this something that just started?

No, This one time swap policy has always been a hit or miss with every Genius, they decide whenever they want to exercise this policy.

Yeah Geniuses can do this if they determine that the customer isn't a total scumbag.
