2018 13" Touch Bar (512 SSD/8GB RAM/I5 QuadCore) is sitting at 1.2GB swaps used with Safari, Firefox, Quicken, Word, Apple Maps, and Apple News open.

These seem like superficial apps compared to intense apps such as Premiere or Lightroom. Is this normal with the swaps used or am I already over demanding the 8GB RAM?

I have no monitored memory pressure yet over any period of time just yet, I am simply going by swaps used.

There is no reason to look at what the RAM is doing, not that you'd understand it anyway. Just uninstall these useless "monitor" apps and use it like normal.
And if you have performance issues you can actually tell, then ask about memory.
