It is technically open source now, but it's nowhere near mature or ubiquitous yet, and people pretty much only use it for iOS. Apple basically still controls it entirely.

So take it up with schools and institutions? How is the onus on Apple to get others to use it. They open sourced it, where the community goes from there is up to them, not Apple.
