Other Swipe up for home on older phones?

I saw a clip of a person using an older iPhone with home-button. He had the same possibility to "swipe up" from the bottom of the screen to get back to home-screen.

Is that a jailbroken feature, or possible on all devices?

Definitely something you could do with Activator, which is a jailbreak tweak that allows you to customize buttons and gestures.
