I am attempting to multitask on iOS 11 using an iPad Air 2. But swiping up only reveals the Control Center. I can’t get the dock to come up by itself. Is this a bug or user error? I tried varying my swipe strength.

Its a bug, I've had it happen to me as well. I had to reboot to fix it.

A longer swipe from the bottom should bring up multitasking. Also an upwards four finger swipe from anywhere should initiate it. However a number of people have said, as thisismadness did above, that it becomes non-functional and requires a restart.
