My android phones never needed an app. They switched over automatically. I'm not sure what's going on with the OP.

I believe OP is asking for something that switches 4G/Wifi radios off depending on home or away, Which does not exist on iOS.

You don't need to disable cellular radios when on wifi. It will not save any considerable battery amount. And if you do you will not be able to receive mms messages or visual voicemails.
