On Apple TV4k in the latest TvOS 13 beta switching quickly between apple tv apps is not working. Pressing Apple TV icon twice should show all the open TV apps on screen which allows to switch between apps or close them.
It worked fine the previous beta's. The below is a support doc from tvOS12.
