I switched accounts on an iPad today from the original owner to a family member, ios 16.1.1. The iMessages from the old account are still on there, they want messages from the new account. When I go to messages > Settings > Messages > Tap Send & Receive > Use your Apple ID for iMessage, the new account email is there but the phone number is not there.

I realized that the phone number for the new account was not logged in her iCloud Account, so I went and entered her number there also. Restarted the iPad and her phone number is still not there, and there is no option to enter it there, what is going on guys?

I love Apple products but struggle to set them up properly sometimes.

Adding a phone number to iMessage has to happen on the iPhone that uses that number. Once she's signed into her Apple ID there in Settings > Messages > Send & Receive it'll appear on the iPad and any other devices she has.

As for the old iMessages still being there - yes, if you just "Sign out" of an account and "Sign into" a new one, that'll happen. If the primary user is going to change, I'd recommend Settings > General > Transfer or Reset iPad > Erase All Content and Settings and then set it up for the new user.

Yes, but that should happen automatically right? On her phone I see her number in the Messages Settings, and her email. So, though you didn't state this as Definitely in the second part of your answer, I'm assuming that you would always need to Transfer or Reset the iPad to get rid of the original users attachment to the Messaging Phone Number? I was afraid of this from the start, but someone else talked me into trying the easier quicker way. Thanks so much!
