sync game between ipad and iphone

hi,
i just bought an ipad air. last time i can sync game like "where's my water" between my ipad 3 and 4s, but now the progress from ipad air doesnt sync with my iphone.
is it becoz of my ipad using iOS 7 and my iphone still using iOS 6?
