sync-ing two apple id's after a restore

Hi all,
appreciate any help you can give.

I updated to the new OS on my iPad and something went horribly wrong🙁. I then had to restore my iPad. I have two apple ids and the restore brought back apps associate with one id.
😱😱
How do i get the apps associated with the other id?
have i permanently lost the apps from the other id?

Log into your other ID?

General> AppStore> logout, then login,

Then hit up the AppStore and go to ur purchased
