Sync Safari bookmarks (between MacOS / iPhone) without using iCloud

Good afternoon, my query is whether it is possible to synchronize Safari bookmarks (between MacOS / iPhone) without using iCloud? Would appreciate opinions. Thank you.

All the third party browsers offer bookmark syncing (google chrome, Firefox, opera, etc)

Apple really has not fully implemented their "offerings". These are things that should be done in the OS but I guess there is no money in it for them so they just let it go - I am just ranting here so ignore this!
