Apple Music Syncing Playlists from macOS to iOS doesn't seem to work

When I make and edit my playlists (NOT Smart Playlists), I generally do it on my iMac because it's easier. But if I delete songs from a playlist, the deletion is not then carried over to my iPhone 12. But if I attempt to delete songs on the iPhone - then the version of the playlist will sync back to the iMac.
I would assume it is supposed to go both ways.
Help!!!

Copy the playlists and delete them. Had similar problems but that helped.
