‘System’ has taken 11.22 GB. How to clear this?

iPhone 6S. 16 GB. Version 11.1.2.

System is taking up 11.22 GB. How to clear this?

Update iOS, most likely it's downloaded iOS 13 installer. Also, sync with iTunes and leave it charging overnight with good Wi-Fi to finish iCloud sync.
