I upgraded a computer to Mavericks and the system menu bar items (time, power, wifi, etc) are now missing! Well, they blink into existence every now and then and then go away.

Any 3rd party items show up just fine however.

I'd had Bartender installed before the upgrade (over a 10.8.4) install. After noticing the issue, I uninstalled Bartender but to no avail.

Any ideas?

Notification center IS there
Spotlight won't activate with the short but key (command+space)
iStatMenus 3 refuses to stay activated

Remove istatmenus 3 as thats likely to be causing your problem.
 
I removed it from the launch agents and launch daemons locations and login items so it's not being loaded at all. Still happens.
