system pref lock question

OK, so i am in the system preferences, under "sharing" and i try and lock it so no other changes can be made, yet everytime i restart my machine and go in to the same thing....its unlocked....is there a way to make this lock permanent?

System Preferences -> Security -> Require password to unlock each secure system preference
