I think the best option is to reinstall OS X. If you search diligently, I'm sure you can find a copy of the Mac OS X 10.4 Retail DVD to purchase (or burn from iso) and then reinstall from disc.

It's probably best to not trash your system apps and utilities :)

Even the combo drive was optional it says it in the user manual (pg 41)

all iBook G4s shipped with at least a Combo drive... which reads DVDs and allows you to burn CDs.

so unless what you have is not an iBook G4 or its had its optical drive replaced by someone, you should have a drive capable of getting you an OS X installer disk burnt to allow you to reinstall the OS

well then its probably been replaced by someone because the first time i tore it down there were screws missing all over the place and it has a smaller than usual hard drive (IBM travelstar 20.00 gb) unless thats how the hard drive came instead of the always mentioned 30.00 gb and every time i put a cd-r in it it spits it right back out. same with dvds

This might be a silly question but it's worth asking: Do you happen to have access to another Mac with a CD/DVD drive? You could burn an installer from that Mac and then use it on the iBook.

No, I do not have another mac with a cd/dvd drive, but if i can get the installer file i can get the laptop to boot from usb. but then again, i would have to format it which is why i need disk utility

Thought I would point out that iBook G4s sold for education market were provided with standard CD-ROM, so no burner, no DVD, just CD reader. It's likely that your G4 was originally sold to a school.
You can download a Tiger installer image file from MacintoshGarden
Scroll down on that page to find download images for Tiger on both CDs and DVDs.
The DVD image can easily be restored using Disk Utility to make an installer partition on an external drive. May preference would be for a Firewire external drive. Or, if you have discovered how to boot to USB on a PPC, you can do that with a USB flash drive.

That is why i need disk utility so i can make a partition but i dont have disk utility that works

My ibook g4 is also in 15 pieces right now waiting for me to get around to put it back together. It has a cd-rom drive that is labeled quantum storage inc. and has a date from 2005 but my ibook was made in early 04' so someone probably replaced it sometime during it's life

Try downloading, unzipping and putting the attached back into your Utilities folder. That should help to get things back on track.
