System wide keyboard shortcuts on 2.2Ghz MBP

Is there a way to "map" in system wide keyboard shortcuts to, in essence, create media keys like those that exist on the MB and the newest MBP. Ideally I am looking for something like fn+(f8-f10) or something of that nature. I looked around in the Preference pane under keyboard and saw that it was possible to change application specific shortcuts but could not find a way to do this system wide. Basically I am looking for the ability to be in Safari and just hit my combo to change the track that's playing in iTunes, etc.

Any help would be appreciated.
