My 2020 13" MacBook Pro Touch Bar's Touch ID has broken since upgrading from Sequoia (to Tahoe 26.4.1). I can't use it for anything. Is this common?

Same here. It became so unreliable so it's not worth it anymore to even waste the time trying. There were other threads about this issue as well.
 
Yes, I've had the issue also. Not positive it is strictly a Tahoe problem, however.

If I update the scanner with new finger prints it works OK for a week or so. Then gradually gets worse until it is useless.

This in on a M3 MBP.

Up until Tahoe arrived, never in 5 years had I had to update my fingerprint. On Tahoe, I already did it 3 times (in the beginning), until I realized it's an exercise in futility. Apple definitely screwed up something. Touch ID is not totally broken but it's, again, just too unreliable. It's faster to simply enter the password than try touch ID every time with uncertain results.
 
same pattern on my M3 Max 16" - Touch ID was solid until somewhere around 26.3, then started degrading. re-enrollment does help but it fades out again over a couple weeks.

one thing I noticed that seems to extend how long it holds: I disabled Apple Watch auto-unlock while re-registering my fingers, and it lasted noticeably longer before reverting. might be coincidence, but worth trying if you haven't. at this point I've just accepted that entering the password is faster than playing the Touch ID lottery.

I rarely switch the machine off, just sleep it. After a couple of reboots, this appears to have rectified itself.
