Except have you been able to write freehand with PDF Expert? I have it and while I can highlight a PDF with the Pencil, it refuses to let me write freehand with the Pencil (no "ink" is drawn), though I can with a finger or passive stylus.

No I don't have an iPad pro so I don't know. I wouldn't want to do much handwriting in PDF experts as its not a very smooth experience, but for small notes it's okay.

In my experience, PDF expert is great for PDFs, and goodnotes is great for handwriting.
 
I'm not sure why you have this issue. I have it and can write on a pdf with the Apple Pencil (not just highlight).
Weird. I'll delete and reinstall.

Edit: I'm now able to write on a PDF. Thanks. Weird bug. But I am noticing that the palm rejection is very poor compared to other apps like Notes, Goodnotes, Evernote and OneNote.

Pencil does work with PDF Expert already.
It's not officially supported which might mean that things won't work stable or that not everything the Pencil is capable of is working. Think about things like sensing pressure and tilt.
 
This is quite possible. I just used it for handwritten annotations on a PDF, didn't test extensively.
