Finally I have arrived.....
I have a very difficult time getting through the automated nonsense telephone banking service to a live person with Citibank USA. Do you have the same issue? The main number 1-800-374-9700 won't let me talk with a live person to help me with my bank account information (to check on a questionable debit transaction).
 
Try pressing the "hash" symbol on your phone after the number is answered and an automated disembodied voice begins to offer the usual useless options. It works for me by putting me through to an operator (a live human being) who respinds (eventually).

This applies in my home country in western Europe, so I'm not sure if it'll work in the US and, to be honest, the bank is not crazy about it, but it does work for me.
