well from my understanding any iphone off purchased off contract is unlocked. just do the unlock request for att. its online online. just google it

I did the firmware restore and iTunes said please insert a SIM. I put in my cut down T-Mobile SIM but it kept saying please insert a SIM card. So I may have butchered the SIM card when I cut it or when the phone is locked that is the message it gives.

Do you know if that is the message it gives when the phone is locked to AT&T?

in order to activate you'll probably need an AT&T sim because that's the model you purchased.
after it's activated it show the Congratulations screen if unlocked.
if not, you'll go straight to the restore page.
 
I just did a restore this AM on my Target purchased off contract iPhone 5. BOOM!

Call me weird but I enjoy doing a fresh backup, then restoring my iPhone just to see the unlocked message. It's like I do the restore again just to make sure the unlock is still there. LOL :D

How do you buy off-contract phone at Target? I can't find it online.
Target sells the iPhone 5 either with a contract or full retail price device only without a contract in the retail store. Not online.

Find a Target store with stock and when you purchase just tell them you want to buy a no commitment device only iPhone and tell them you do not want the phone activated. That is how I bought mine. I paid $960 with tax for a 64GB Black AT&T.

I called the store to ask if they had stock. She said they should get stock the next day and took my phone number to call me just in case. She called me the next day, I came into the store and she said she saw stock in the Target warehouse. So I paid full price in the retail store and she had the phone shipped directly from the warehouse to my home. It was called a direct to home order.
 
I cut down the T-Mobile SIM. When I put it on the i5 it's saying no SIM installed. Is that the message you get when the phone is not unlocked? Or did I do a bad cut?

Okay, here is my 2 cents. I would say your phone is unlocked, but to get it to work with a non-AT&T SIM without having to go through the activation process every time you use a non-AT&T SIM, you will have to restore iOS 6 using iTunes.

Also note that your T-Mo SIM will have to be active to check for a signal. If you do not have an active T-Mo SIM, get the T-Mo SIM activation kit for $0.99 plus free shipping from their website and cut it down. It will be cheaper than paying for an eBay unlock. Also, Unlock Fusion's link can confirm if you phone is unlocked or not. Check their eBay listing.

EDIT: I see that you already restored the phone. So you should be good to go as long as you are using any active SIM.

My phone is unlocked. I just used it last week in Canada with a Roger's SIM card.

you paid $960 ? the phone is supposed to be $849 + taxes, which could max go to $900. How come $960 ?

Do you have any idead how much they will charge for 16 Gb ie. $649

Target's price for the no contract 64GB iPhone is $899, not $849 and they would not price match Apple or AT&T.

They're charging a $50 premium for no contract so I would assume the 16GB is $699.
