Just stopped by my local Target to get on their so-called iPhone 5S reservation list. The guy was happy to see me because he said I was the first to get on the list at that location. He goes through the process of entering my information and reserving a Gold iPhone 5S/32GB. At the end he got a computer confirmation and then asked "you are upgrade eligible aren't you?" I said no and he informed me that even though my reservation still stands that they ultimately won't sell it to me because Target's stock can only be sold to upgrade eligible customers!

What nonsense - a customer is a customer.

Was told the something similar at my Target. My assumption is that because Target Mobile is a third-party vendor and is not really Target, those people work on commission or at least a hefty to part of their compensation is commission based. So for them to sell an unlocked iPhone would get them no commission. Just my thoughts ..... FWIW:D
