I may be wrong here... but why do I get the impression that the new TCon does significantly more than the AMD GPUs in the riMac?

Do what more? They're not the same thing.

TCON is just a timing controller to control the panel, GPU just send data to the controller and controller tells the panel how to power the pixels at the right time.
