TechTool Pro 6 explanation please help

I just did a S.M.A.R.T scan on my laptop and the results are in the photo attachment - I am not sure what it all means but my question is about the Spin Up item

Your disk is fine, I don't get why you thought reinstalling OS X would do anything to help you.

TechTool Pro 6 is a diagnostics tool, if you don't experience problems, why even bother running it?
