M2 mini with MJVU2ZM/A HDMI>DVI adapter to (elderly) Dell 2407WFP . . . . similar & similarly intermittent issue as raised by OP, 'cured' by a touch of the mini's power-button.
 
I have an HP E22 G4 monitor as well and I see this static about once a day (sometimes two) every time it wakes up. Because the Mini box is on top of the desk and accessible, I just unplug the HDMI cable and plug it back again to immediately fix the problem, but it's very annoying.

As carylee2002 and Fishrrman advised, I've just set "Auto-Switch Input" to "Off". Let's see how it fares... 🤞

Mac OS Sonoma may have fixed this issue for me: it's been two weeks now and it hasn't happened again 🤞

14.1 reintroduced the problem for me. It's happening again with the same frequency... :(

EDIT: 14.2 still having trouble and showing static, about once (or more times) every single day.

Noticed there was a firmware update for the monitor and applied it (with a Windows PC because the updater wasn't available for Mac OS). Let's see if it helps somehow...

Wishful thinking, to be completely honest, as the release notes mention no fixes for problems nor any enhancements:

After serious Aging Problems with my iMac using Yosemite (yeah, that old) I finally invested in a Mac Mini with Apple's M2 Processor. Being in IT for decades I knew I was going to have some problems switching over. Having swapped literally hundreds of End-of-Lease Laptops as well as Desktops I wondered what was in store for me.

BTW: The reason I didn't get a new iMac is that I literally have 19.5 inches Side-to-Side clearance for any monitor; my Desk is Not open like I have at work. If Apple still supported and sold the Other iMac I would have switched over last year.

Headache Number 1: After waking up the Mini from sleep from several hours slumber I sometimes get static on my monitor: It lasts about a second or so before disappearing. The reappearing and vanishing repeatedly. The only cure seems to be hitting the Power button. Sometimes I when wake the Mini when I get home from work and there are no problems, other times, like today, I wake the Mini up and just look at the screenshot I attached.
Only One Monitor, HDMI cable.
I also had screen static frequently. I changed the HDMI cable to one which had no ferrite core noise filter and problem never reoccurred. The filter is in a plastic or rubber casing around one or both ends of the cable. If you don't have another cable or don't want to buy one, you can remove the filter by carefully cutting it open.
 
The screen static has not been appearing lately, but what's been happening instead, is that some times, when the monitor wakes from sleep, the colors are all messed up.

To fix this, I also unplug/plug the HDMI cable from the back of the Mini, but more often than not it takes two or more tries to get the colors to show correctly.

I don't try to fix it by turning the monitor off and on because I've ran out of USB ports and I'm using its USB hub, and doing that cuts power to every device connected to it...
 
I have this issue with an M2 Mac Mini and a DVI 1080p monitor connected via an HDMI-DVI cable. I tried two cables. On latest Sonoma
Version 14.3.1 (23D60)


A temporary workaround is hitting the Esc key so the screen goes black. Then hit any other key to turn it back on.

The permanent solution was getting a USB-C to DVI cable.

I had a similar problem with my MacBook Air M1 originally. I can't remember what the original cable was, but switching to a USB Type-C to DP 8K Premium Cable fixed it. This is with an iiayma monitor.

The static and colors being weird when waking from sleep haven't been happening for some time now. I hope this is the end of the problem...
 
I have same issue on HP ZR24w 1080p DVI monitor from 2011. Its connected to m2 mac mini via a Tripp-Lite branded HDMI to DVI cable. I notice a lot of HP mentions in this thread.

The base mac mini only has two USB-C ports so I want to make sure HDMI port is used. Pressing keys makes the desktop appear after the snow.
