My point, not everyone needs it. If I think a conservation needs to be encrypted, I’ll switch to it. or I’ll use Signal, if the other person has it. This is why I have Telegram, Signal, and WhatsApp (even if I hate Facebook) so I can contact others. Not everyone uses the same platform. No one is saying Abramovich has committed war crimes, we're saying he has profited off the Putin regime that has led to this war where Putin and his military are most definitely committing war crimes.
And Country X has been bombing Country Y for years... etc. I don't know why we didn't sanction Abramovich back then, nor any of the other oligarchs who shuffle their ill-gotten gains to this launderette off the coast of Europe.
