Is there an app that will allow me to set a time frame in which I can't open apps on a black-list, or can open only apps on a whitelist?

If not, is there a command line command that will let me redefine what the 'open' command does then change it back to it's normal operation?

Yes, you can create a managed account. The go to System Prefs, Accounts, and then activate/edit parental controls to define what programs are executable, when, and for how long.
