Im working at a solution to a issue at the school i work at, We have set up several features to prevent the abuse of the school laptops, and in the latest attempt they attempt to override the security by using the terminal functions or the original OS disc, now is their any way to disable the terminal functions from certian user accounts, or possible disable the OS reboot with out a master password

Yeah, I think with OS X Server or 10.5 you can restrict access to programs for specific users in the GUI, or just remove executable permissions for a group (or everyone else) on terminal. And you can use an EFI/Open Firmware password to prevent booting, the program is on apple.com
