1. Will the tether cost be an option that you can turn on/off each month with a contract extension?

It won't work with an iPad unless jailbroken.

I'm going to assume yes, as AT&T provides some decent flexibility with adding/removing features.

The only requirement is that you need to be on the 2GB data plan.
