iPhone Tethering does not work

Hi! My Ipad Mini and 3Gs and another iPhone 5 can not connect to Hotspot iPhone 5. It can see hotspot, ask a password, but can not connect. Who knows how to fix?

Are you using a cydia app/tweak to tether? If yes, which one?

No, I always use original apple tethering

Sure. Also tried to reset network settings and AP settings
