Since they are both mobile devices, if you were to put out a hotspot from your iPhone and connect the iPad to it should AT&T be able to still detect tethering without a plan?

Just because the iPad is a mobile device does not preclude AT$T from figuring out that you connected with an iPad and an iPhone at the same time through tethering, if they cared enough about it.

That said, I inconspicuously tether my AT&T android phone to my iPad all the time. I haven't gotten any text messages from them yet. Also not really using much data.
