Sorry but that is wrong, but you do have to Jailbreak. Dev Team have created a hack, or you can add http://sinfuliphonerepo.com and install the enable tethering hack

The OP asked about non-Jailbroken phone and the guy you quoted referred to what the OP asked? So you are saying there is tethering on ATT without Jailbreaking? The old carrier file trick doesn't seem to work anymore.

I was actually hoping for a non JB tether option. ATT is just making a mess of their empty promises. My service is great, but tethering would be such a major convenience.
