Using Bluetooth to tether my 16 GB iPad mini retina to my Verizon iphone 5 it works well.

Bluetooth saves more energy than tethering with wifi and it won't let your iPad eat up all of your mobile data.

I pay roughly 38 dollars for 4 GB of data with my grandfathered verizon family plan.
