Tethering to iPad has 2 circles when connected as wifi signal?

Is this normal what is it?

Usually I have wifi bars when connected over wifi but it's got what looks like a chain link when I'm tethering via iPhone

Yes its normal. It means that its tethered via Bluetooth.

Thx intell now heres to hoping I don't get that stupid text from ATT for tethering not using their services

Not quite, it can also be connected and show the two circles. It's just to confirm that you're connected via Personal Hotspot.
