Tethering to iPad has 2 circles when connected as wifi signal?

Is this normal what is it?

Usually I have wifi bars when connected over wifi but it's got what looks like a chain link when I'm tethering via iPhone 😕

Not quite, it can also be connected and show the two circles. It's just to confirm that you're connected via Personal Hotspot.
