Tether

Yes you can tether, however you have a data package that supports that process. if you are a AT&T customer you have to have the data with tether option added. I have the enterprised data plan with AT&T with tethering. I have an iPad2 wifi and it work perfect as I am never without my phone due to my work. This option saved me money as i did not want to have two 3g data plans (Phone & iPad). hope that helps.

It can, you can activate it in Settings -> General -> Network -> Personal Hotspot.
