I read that the 4s will be able to tether at twice the speed of the 4. Does this only apply to areas that have 4g? I'm in Jacksonville, FL and AT&T doesn't provide 4g here.
 
It depends on whether your carrier has deployed HSPA+. Now get ready for flames about whether HSPA+'s ability to technically deliver up to 14Mbps does or doesn't qualify it for the "4G" label.
 
14.4 is twice as fast as the 6-7 I get on Verizon's LTE in Tampa. So AT&T can call it 4G or 5G for all I care. I'll call it FAST. :)
