iPhone Tetherme dissapears from settings

what causes this to randomly disappears, and when I go down to my app (settings) it shows up but says its not loaded?

of course I can fix this by reinstalling the app from Cydia, but its sort of a pain

I just noticed if I go in setting/general/network and turn it on it shows up in my normal settings menu again however, it still says not installed below.

Is this just the normal built in tethering, or another question...What happens when you turn it on with just a stock iphone?
