I switch it on and nothing, won't work over wifi, no signal. won't work via usb.

Betcha a million dollars that this dependency "Network CMDS" isn't installed.

Install it and reboot after, then turn on the hotspot at test.

You need to switch to developer in Cydia.

Go to manage/settings (topl left) and select developer.

now you can find it
