Tetherme not working

I can see my phone on other computers/devices but it connects with limited connect ability (no internet access)

internet works fine on the phone, carrior is ATT if that makes a difference

Works fine on AT&T for me but I rarely use it, I have it for emergency use while on vacation.

Try mywi or pdanet and see if they work

Its not my phone, its on a phone that has ATT so I wasn't sure if I had to do something else different for a GSM phone.

Works fine on my Sprint phone

so over the weekend I found that everytime it connects to my computer it has a "limited or no connectivity", I can get it to work everytime by right clicking the wifi connection area and going to diagnose problem, but everytime I turn the connection off and reconnect at a later time it comes up with the same problem.

also all other devices connect just fine

anyone know whats going on in windows 7 with me?

Works fine with my Win 7 64 bit laptop.
It might be a issue with your computer.
