If I purchased TetherMe on an iPhone 4 that was replaced by apple can I still download again without paying twice? It should be linked to my gmail account correct?

Also can you login with say 3 iPhone 4's and all use the 1 account on cydia or do we need to purchase it 3 times?

Yes, its linked with your Gmail or Paypal account (which ever you paid with). So if you need to redownload, just make Cydia link your device again and voila.
