I miss the ability to highlight texts, copy - capture it into the clipboard for use in another forum, word editor or email. Does iPad have such an utility to do this? I search the apps store but could not find anything like this utility.

I want to use it most on YouTube! descriptions and websites that do not allow highlighting.
 
I may be missing what you're after, but I've often been able to do this better through desktop versions of sites than their mobile apps.

Are you talking about the circle magnifying glass that you could use to highlight text in iOS 12 and older?

Ugh? Can the circle magnifying glass highlight text and then capture it(dupicate it) and paste the capture text to another application’s text area and paste it inside?
 
Yoink and there is also this APP called Clipboard Manager or something. If you search on the APP store you may find it. I think it is called Paste or something there are plenty in the APP Store.
 
Correct me if I’m wrong but the apps being suggested like Yoink merely accept drag and drop or clipboard items and manage them for the user - they do not necessarily act as an overlay on the OS to allow capture of text data that isn’t meant to be captured. I don’t know if that was OP’s original goal but I got the impression that OP was looking for something that would allow for text capture from ANY app.

I bought Yoink and tried it out in the YouTube app and while it would appear that one can grab a comment and drag it in (the animation works) the comment can’t actually be copied in that way. I’m sure this action is possible via a browser but that isn’t necessarily a solution for all applications.

IMO while this is an “issue” that some like OP might want resolution for, it exists for a reason - to allow for the security of data in apps that don’t want data easily mined by other apps.

I do not see the harm since many other device can do this for 30+ years! Namely the Windows PC! I think the Mac OS has this same capabilities too!
