ok so I'm have text message forwarding enabled on my iPhone 6 plus to iPad mini and MacBook, but is it possible to set it up so it also receives on an iPhone 5C that's being used as an iPod? It shows up in the settings but when I try to get the activation code sent it doesn't show on the phone. Any ideas?

Try plugging the 5c into iTunes. I was having issues getting my iPad mini to come up with the code. Once I plugged it into the computer the code popped up.

Do we know that the text forwarding actually works between two phones? Or is is just between one phone and multiple non-phone devices? Even if the 5c isn't connected to a cell network the software may consider it a phone.

(forwarding works for me between cellphone and cellular mini, so it's not just because a device has a cellular radio)

See that's what I'm thinking, if that's the case it shouldn't even pick up the phone to turn on to retrieve the activation code.
