Text recognition in PDF scans

I’m wondering if Live Text shouldn’t be able to automatically recognize text in scanned PDFs (i. e. a text on paper that has been run through a scanner to produce a PDF)? Or am expecting something that isn’t supposed to work?

When I open the PDF in Preview, I cannot copy text directly from there. I need to run it through an OCR app first. I was expecting that it should be possible. Am I missing something?

I’m on Monterey 12.5.

Preview in Monterey doesn't do OCR. Preview in Ventura will.

I have PDF OCR X Enterprise Edition since long, so I can use that to convert the PDF into a searchable PDF, but I‘m looking forward to save this extra step once it works directly from the Preview app.
